IEP-SAC MID-TERM SEMINAR HELD ON NOV 18, 2016
Institution of Engineers Pakistan, Saudi Arabian Centre (IEP-SAC) organized its 46th technical seminar in Local Banquet Hall, Riyadh on November 18, 2016. The topic of the presentation was “Engineering Contract Management”. The chief guest was Dr. Shah Faisal Kakar, Counsellor & head of chancery in Pakistan Embassy Riyadh.
The program started with the recitation of the Holy Qur’an by Engr. Asim Siddiqui. The General Secretary S. M. Iqbal welcomed all dignitaries, distinguished guests and fellow engineers on behalf of IEP-SAC. The convener of technical committee Engr. Sheikh Asrar Ahmed introduced the key note speaker Engr. Yousuf Bashir Khawaja and requested for his presentation.
Engr. Khawaja, a prominent FIDIC Certified Manager, covered all aspects of an engineering contract including offer, acceptance and consideration in his presentation. He elaborated the scope of a contract including essentials of a contract, breach of the conditions of a contract, its effect and legal actions. He also explained the effect of the termination of a contract by the employer and its legal implications including arbitration in compliance with FIDIC construction documents. In this regard he highlighted the important and decisive role of the Engineer.
Presentation was well taken by the audience and was followed by question/answer session which comprehensively covered the topic.
The chief guest, Mr Shah Faisal Kakar, in his address appreciated the presentation and admired the high caliber of Pakistani engineers who have earned good name for their motherland by sheer hard work, dedication, professional skill and contribution in the development of the Kingdom. Mr Kakar stressed the need of a contract between all concerned parties. He referred to Quranic verses (Surah Baqra) in support of his observations.
Engr Syed Mubashir Kirmani, the chairman of IEP-SAC expressed his gratitude to the chief guest Mr. Shah Faisal Kakar and highly appreciated the presentation of Engr. Khawaja. He agreed that the implementation of FIDIC construction documents are acceptable in many countries of the world specially for those infra structures which are funded by joint banking group. He however pointed out that for low cost short term projects as well as for high value prestigious projects, as is the case in Kingdom of Saudi Arabia, engineers have to draw their own specifications and conditions of contract.
The chairman expressed the gratitude to HM King Salman Bin Abdul Aziz, the custodian of two holy mosques and his government for their hospitality and providing the opportunity to Pakistani engineers to contribute their important share in the development of the brotherly country. He also offered pledge to the Govt. and people of KSA that IEP-SAC shall contribute to the best of its knowledge and experience, a positive and decisive role in achieving the objectives and targets as stipulated in vision 2030 for KSA.
In his concluding remarks, Kirmani recalled that the vision of IEP-SAC is to promote knowledge of science and engineering and promote knowledge sharing environment among engineering community to further enhance their capabilities. He expressed his earnest desire to expand IEP scholarship program from 88 to 99 in this year 2016 and appealed to the engineering community to come forward and contribute to this noble cause.
At the concluding session Shield of appreciation was presented to the key-note speaker jointly by the chief guest and Chairman IEP-SAC. The event concluded with refreshment.
